Middlebury Town Hall Staff


There are many reasons to visit your Town Hall. Some residents come in to pay their utility bills, while oth­ers stop by to rent a park pavilion or purchase cemetery plots. There are several meetings hosted at Town Hall including Town Council meetings, Redevelopment Commission meet­ings, Park Board meetings, project planning meetings, and construction progress meetings. An introduction to the town hall staff:

Clerk-Treasurer ChaLi’ Kuiper is responsible for keeping track of the financials of the town, and her elect­ed term ends on December 31, 2028. ChaLi’ also assists with the purchas­ing of burial plots in the Grace Lawn Cemetery and serves as a member of the Middlebury Town Council.

Assisting the Clerk Treasurer is the Utility Billing Clerk Gretchen Miller. She works with the Water and Wastewater Departments to collect the water usage via the meter read­ings, calculates and mails out utility bills, and then collects payments. She also helps keep the schedule for park pavilion rentals. More than likely if you stop or call in to the Town Hall, Gretchen will be the person to greet you and offer assistance. Also assist­ing the Clerk Treasurer is our Ac­counts Payable Clerk Chanda Dilks, and her responsibilities include pay­ing the Town’s bills. She also keeps the schedule for park pavilion rentals and assists the Town Manager with figuring possible funding options for projects and equipment.

Assisting the Town Manger is the Administrative Assistant Jessie Searles, and her responsibilities in­clude providing support to help make things happen, keeping the commu­nity informed, and assist all town de­partments with other necessary tasks.

The town also has two Utility Lo­cators that work at the Town Hall, Tim Spradlin and Josh Mosher. Their responsibilities include locating un­derground town utilities (water, sew­er, storm sewer, and electrical lines for the ornamental streetlights) to en­sure it is safe to dig before any work is completed and assisting our Public Works Department on some of their projects.
